This article discusses the Massachusetts Comprehensive Health Curriculum Framework.  Although there are sections of the Framework that carry general wisdom and common sense, there are also portions that remain contrary to sound biblical doctrine whereby the MCC Public Policy Office of the four Catholic Bishops of Massachusetts found it necessary to design a 4/color brochure for Christian parents.  The four Dioceses of Massachusetts have made these brochures available to local parishes throughout Massachusetts.  This brochure is an excellent tool when discussing the dangers of the Health Curriculum Framework with your own church members.

   What Is It? 

The Massachusetts Comprehensive Health Curriculum Framework was adopted by the Board of Education in September 1999 although it is not yet mandatory that school districts use the Health Curriculum Framework in their local schools.  There are attempts underway to make the Health Curriculum Framework mandatory.  HR 339 stipulates that the “Massachusetts Comprehensive Health Curriculum Framework shall be construed as a guide for local school districts in the development and selection of curriculum, textbooks and instructional materials.”

So What’s The Problem? 

Many public and charter schools have already adopted the Health Curriculum Framework under recommendation and currently implement it.  Some schools have adopted the Health Curriculum Framework in part, others fully, while some schools have rejected it altogether.  It’s important to note that some schools who offer the Health Curriculum Framework do operate from a platform of general wisdom and common sense.  There are, however, other schools who push the limit and cross the line. 

Parents should find the time to meet with the Health Nurse who is teaching the sex education program to determine exactly what the agenda encompasses and whether or not this is appropriate material for a Christian student to learn.  We believe it is not appropriate material.    

 

 Massachusetts Comprehensive Health Curriculum Framework!

Good or Bad?  

Health Curriculum Framework does contain some very good educational topics such as nutrition, physical exercise, safety, as well as disease and drug prevention.  It also contains very dangerous topics which aim at indoctrinating Pre-kindergarten level children to the different sexual orientations. By the time students reach the junior high or high school grade levels this indoctrination will have significantly shaped their attitude towards accepting the worldview of human sexuality.

Pre-Kindergarten to Grade 5:  

Beginning with Pre-Kindergarten through grade level 5, students will understand the different sexual orientations, functions of the reproductive system, and how risk behaviors affect the health of both a pregnant mother & fetus.  (the term “fetus” is oftentimes used instead of “unborn baby”) 

Grades 6-8: 

In 6-8 grade levels, students will learn how to set limits on sexual behavior.  The Health Curriculum Framework allows human sexuality to be self-defined which is the platform on which students will make their decisions.  Abstinence is taught as a contraceptive method or means of preventing STIs rather than a conscious decision based on well-defined moral principles.  Students will also study the governing policies of other states regarding STI prevention among youth.  Pregnancy is viewed as a “risk factor” and therefore easily eliminated through abortion.  Students will learn how individuals with different sexual orientations have safe sex.  Students will be taught how to minimize the consequences of risky behavior with no concern as to why risky behaviors should be avoided altogether.  Students will be given assignments using current events or media portrayal to discuss the consequences of discrimination against sexual orientation.  To avoid being discriminatory, students will inevitably gravitate towards the acceptance of all sexual orientations while consequently viewing their own parents as bigots or “old fashion” for adhering to traditional marriage values.

Grades 9-12: 

Students will be taught the governing laws which protect all reproductive services such as Planned Parenthood.  Within the Health Curriculum Framework – Planned Parenthood is an identifiable resource for treatment should students experience reproductive health problems.  Pregnancy will be viewed as a “health problem” not a life issue.  Students will understand the relevant court rulings regarding consensual sexual relationships and reproduction to include (Roe v. Wade) and (Bowers v Hardwick).  Planned Parenthood will become the counseling agent for teens.  This indoctrination will inevitably teach students to circumvent parental advice on contraceptives, STIs and abortion.

It appears that the website has since been removed from the Internet although there remains an anonymous sex-hotline available for teens needing help.  A typical sound bite from Maria’s website was “Some people call this bisexuality (being attracted to both guys and girls), while others choose to not put a label on their feelings…either way is cool, as long as it feels right for you.  It was noted that one particular high school’s Health Department was providing students with a link titled “Teen Sexual Health Ed” which led directly to Maria Talks.  

While the website was posted on the Internet, Maria referred students to her own selection of family planning centers such as Planned Parenthood.  Clearly pregnancy crisis centers run by faith organizations were never included in the mix.

What Reasonable Action Can Parents Take: 

Parents can politely contact the school principal to ask if the Health Curriculum Framework or any part of the Health Curriculum Framework is currently being used by the school.  If yes, the parent should schedule an appointment with the health teacher to review the entire year’s program to include the list of invited guests, homework assignments, web sites, books, and videos to be used by the health teacher.  If the program contains offensive material or advocates an ideology which is contrary to the parent’s faith-based beliefs, a certified letter should be sent to the principal “opting out” the child.  Parents should remain calm throughout the entire discovery process even if they determine the agenda to be offensive.  

Attorney Jennifer Braceras – Personal Experience: 

Attorney Jennifer Braceras wrote an article titled “Sex-Ed Wrong Rite of Spring” for the Boston Herald, dated March 24, 2011 where she describes how her youngest daughter repeatedly spoke inappropriate words in public.  Years earlier, her oldest daughter while in “kindergarten” was taught the specific anatomy of both the male & female genitalia.  At age eight, she was taught about HIV.  A school administrator later admitted to Attorney Braceras The goal is to reach kids before they absorb their parents’s values.  By middle school it’s too late”.  Jennifer did pull her children from the program.  Another parent described how she and her child were harassed and ridiculed by others opposing her Christian views of the Health Curriculum Framework. 

“Opting Out” – Your Child: 

MGL Chapter 71, Section 32A, sometimes referred to as the Parental Notification Law, states: Every city, town, regional school district or vocational school district implementing or maintaining curriculum which primarily involves human sexual education or human sexuality issues shall adopt a policy ensuring parental/guardian notification.” 

Although a Christian parent is able to “opt out” a child from this program, we have received reports from parents where their child was treated in a condescending way by teachers and other students when they opted out of this curriculum.   This treatment towards others is clearly a trespass of the curriculum but it nevertheless does take place and it should be reported to school officials.  By reporting an incident you are preventing another parent and child from experiencing the same behavior. 

Nevertheless, parents need to clearly understand that in many public schools there already exists a variety of pro-homosexual agendas which do not come under the auspices of the Massachusetts Comprehensive Health Curriculum Framework.  These other agendas have been operative for many years and may be difficult to curtail or stop altogether.  Parents can’t “opt out” their children from every curriculum.  Parents may need to review the benefits of home schooling or enrolling their children in private Christian schools.  Clearly, parents need to take a more active role in their child’s education.

Other Homosexual School Studies: 

It is a well-known fact that many public grade schools use homosexual children’s books as reading material since same-sex marriage is allowed in Massachusetts.  Many same-sex parents have adopted children who currently attend public schools.  Many school libraries contain books which depict homosexuality as acceptable behavior.  These books are now considered main stream reading material for other children.  Parents will not be able to “opt out” their children from every curriculum program. Additionally, many schools have GSAs (gay, straight alliances) sponsored by GLSEN (gay, lesbian, straight, educational network).  Since GLSEN receives tax money through the Mass Commission on GLBT Youth it has become increasing difficult to stop the wave of these student alliances which sponsor the Day of Silence or Allies Week in public schools.  Some of these alliances mock Chrisitianity which is apparent in their brochures and flyers.   The Christian parent needs to better understand the undercurrent motives of GLSEN.

David L. Stormberg, MD was a Parent Advisor on the Subcommittee in Sex Education (SSE) of the Student Health Advisory Council (SHAC) for Needham, MA.  He served on this committee from early 2009 through March 9, 2011.  He delivered stern warnings to parents regarding the dangers of the Health Curriculum.

Here is a brief excerpt from his reading:  “Parents should be aware that throughout the SSE Committees discussions there have been frequent references to the Sexuality Information and Education Council of the United States (SIECUS), to Planned Parenthood Federation of America (PPFOA), and to the commercially available Get Real sex education curriculum of the Planned Parenthood League of Massachusetts (PPLM). The sex education curriculum proposal is sympathetic to these organizations. The philosophies of these organizations have been guiding lights to the committee’s discussions.” (Minority Report)

Opportunity for Pastors: 

Pastors should be informing their church members about the Health Curriculum Framework.  This gives pastors an opportunity to speak about God’s biblical perspective on marriage between a man and woman as well as God’s view on the sanctity of life in the womb and His requirements for sexual sobriety prior to marriage.  It can be used instrumentally as a witnessing tool.  Even if you oversee a Christian school, the parents should still be informed as they might be used by God to alert other parents whose children attend the public school system.  

On May 26, 2009, the Lord spoke to me.  “If Christians don’t get involved – these bills will someday become a reality in your lifetime.”    It’s already happening because the Laodicean mind-set has taken hold of the average Christian.
